Meta CEO Mark Zuckerberg published a 6,500-word manifesto Monday outlining his vision for artificial intelligence: a future where everyone has a personal AI agent providing PhD-level tutoring, business creation tools, and lifestyle optimization. The essay also announced two new open-source AI models,Muse Glimmer and Muse Spark 1.2, and defended Meta's open-source AI strategy against critics who favor restricting access to advanced models.
Zuckerberg warned that concentrating AI control with "a select few companies, institutions or governments" leads to worse outcomes for individuals, arguing that open-source distribution is necessary to prevent power imbalances favoring large institutions over people.
Critics immediately pushed back, citing recent incidents where AI models, including Meta's, hacked other companies. Future of Life Institute CEO Anthony Aguirre asked "what on Earth makes Meta think they could control something exponentially smarter, faster, and more capable?"
Zuckerberg also called for US policy changes to maintain competitive advantage against China, including reconsidering restrictions on "distillation"—a technique where weaker AI models learn from stronger ones by observing their outputs, which some consider a national security risk.
For enterprise leaders, Zuckerberg's vision signals Meta's commitment to open-source AI infrastructure that runs on standard hardware, potentially lowering deployment costs. The manifesto also highlights a strategic divide in AI development: open models designed for individual empowerment versus closed systems built for institutional control. Organizations evaluating AI vendors should consider whether their provider's approach aligns with long-term data sovereignty and customization needs.

THE POLICY CORNER
EU delays high-risk AI compliance by 16 months, adds new bans on nudifier apps and AI-generated CSAM.
The Digital Omnibus on AI entered into force July 27, 2026, pushing back full compliance obligations for high-risk AI systems from August 2026 to December 2027. Applies to any company placing AI on the EU market or using AI outputs within the EU. The Omnibus also adds new prohibited practices: AI systems generating nonconsensual intimate imagery or child sexual abuse material are now banned, with no exemption for existing systems.
Deadline: High-risk AI compliance extended to December 2, 2027. New NCIC/CSAM prohibitions take effect December 2, 2026. Article 50 transparency obligations (chatbot disclosure, deepfake labeling) remain on track for August 2, 2026.
Risk: Prohibited-practice violations carry the heaviest AI Act penalties. Systems already on market must comply with new bans by December deadline.
Your move: Audit any generative AI tools in your stack for synthetic intimate content capabilities this week. If you rely on Annex III high-risk systems, use the 16-month runway to build compliance programs around finalized standards rather than standing down.
