🇺🇸🇨🇳 Biden to curb China's access to AI chips

Our Report: The Biden administration is contemplating closing a loophole that grants Chinese companies access to American AI chips through overseas units, according to four sources familiar with the situation.

🔑 Key Points:

  • The U.S. previously imposed restrictions on AI chip shipments to China but had allowed overseas subsidiaries of Chinese firms unrestricted access to the same semiconductors.

  • Efforts to close this loophole—including restrictions announced last year in Beijing demonstrate the political challenges of cutting China off from advanced AI technology and enforcing comprehensive export controls.

  • The difficulty comes in monitoring and policing the export of the chips bought independently. Although NVIDIA & AMD may abide by said restrictions, resellers are harder to track.

  • The main concern lies in China using AI chips to power unmanned military equipment—a recent report found that out of 97 AI chips procured by the Chinese military, nearly all of them were manufactured in the US.

🤨 Why you should care: The move reflects the U.S.'s ongoing efforts to limit China's access to critical AI technology with military applications, and the point of contention may continue to destabilize political relations between the 2 nations.
