President Donald Trump has signed a proclamation imposing a 25% tariff on advanced AI semiconductors, including Nvidia's H200 chips, that are produced outside the US and pass through the country before being exported to customers in China.
The tariff formalizes a key component of the US Department of Commerce's decision to allow Nvidia to ship H200 chips to vetted Chinese customers, a move the company publicly applauded as "great for America."
This also applies to chips from other manufacturers, including AMD's MI325X, and comes amid reports that Nvidia was considering ramping up H200 production due to a rush of early orders from Chinese companies.
China's central government is reportedly drafting rules on how many semiconductors domestic companies can get from overseas, which would mark a reversal from the country's current adversity toward chip imports.
The proclamation noted that the US currently manufactures about 10% of the chips it requires, calling this foreign dependency "a significant economic and national security risk." For enterprises relying on advanced AI hardware, this tariff signals that US-China chip trade will remain volatile, and procurement strategies may need to account for shifting regulatory conditions on both sides.

OpenAI has backed Merge Labs in its seed funding round, a BCI research lab working to bridge biological and artificial intelligence through fundamentally approaches that combine biology, devices, and AI to interface with the brain at higher bandwidth.
AI will be central to Merge's development, accelerating bioengineering, neuroscience, and device engineering research, while also powering operating systems that interpret intent, adapt to individuals, and operate reliably with a small amount of signals. OpenAI will collaborate on scientific foundation models and frontier tools.
Merge Labs' co-founders include researchers Mikhail Shapiro, Tyson Aflalo, and Sumner Norman, alongside entrepreneurs Alex Blania, Sandro Herbig, and Sam Altman. Wikimedia has announced enterprise partnerships with Amazon, Meta, Microsoft, Perplexity and others as part of Wikipedia's 25th anniversary. The deals give these companies streamlined, high-throughput API approach to Wikipedia's 65M articles in exchange for commercial fees that help offset rising infrastructure amounts.
The move follows warnings from Wikimedia last year that AI chatbots scraping Wikipedia content were driving up server expenses while simultaneously reducing direct activity to the site. Both trends, left unchecked, could threaten the nonprofit's long-term sustainability. The enterprise platform gives Big Tech partners structured visibility to content from Wikipedia, Wikivoyage, Wikibooks and other Wikimedia projects.
For AI developers relying on Wikipedia as a training and retrieval source, the partnerships signal a shift toward paid licensing models for high-volume data entry. Wikimedia says all its major tech partners recognize the need to financially support Wikipedia's ongoing work.
